  Dr. Kotowski has proven budget expertise and is accountable for public education funds.  She is a resourceful leader with a strong record of securing millions of dollars every year for the last 14 years for educational services to Monterey County schools. Dr. Kotowski administers an annual budget of more than $30 million, ensuring that every taxpayer dollar is effectively utilized to achieve Monterey County education goals.

Dr. Kotowski’s leadership will:
 
 
bullet Ensure school districts maintain financial solvency and efficient, cost-effective operation
 
 
bullet Develop balanced district budgets
 
 
bullet Analyze proposed district expenditures
 
 
bullet Conduct financial audits and training for school districts to help them prevent budget failure
 
 
bullet Work for a long-term solution to fund education in California
 
 
bullet Secure all available funds for Monterey County education

  Highly Qualified Teachers  
  Over the next 10 years, it is estimated that nearly a third of California’s teacher workforce is expected to retire. Monterey County must have systems and conditions in place to attract and retain the most highly qualified teachers.

Dr. Kotowski’s leadership will:
 
 
bullet Provide high quality professional development to enhance teachers’ knowledge and skills
 
 
bullet Solve growing concerns for recruiting and retaining highly qualified teachers through a comprehensive Teacher Workforce Initiative
 
 
bullet Ensure that the work environment in our schools is conducive to high productivity for teachers and students
 
 

 
  Student Achievement  
  Monterey Count schools have seen marked improvement over the last 6 years, even surpassing State growth rates on the STAR test results, but much must be done. Achievement gaps must be closed. Students must be prepared with the knowledge, skills, and abilities needed to succeed in the global economy of the 21st century.

Dr. Kotowski’s leadership will:
 
 
bullet Ensure high expectations are attained by every student
 
 
bullet Engage students in applying academic study through real workplace problem solving experiences
 
 
bullet Increase the high school graduation rate
 
 
bullet Design and implement effective English Language Development programs

  Schools must be safe, drug-free, and healthy learning environments where a culture of respect for every person is nurtured.

bullet Prepare and update coordinated plans for comprehensive school safety, crisis response, and disaster preparedness

bullet Provide health and prevention professional development opportunities for teachers and staff
